Application Process

Application to the OSDP is in two stages:

  1. Submission of a letter of interest for review by the VTC Board of Directors
  2. Projects whose letters of interest are approved in principle will be invited to submit additional information to complete a full project proposal

Stage One: Letter of Interest

The lead manufacturer will begin the application and review process by submitting a letter of interest (maximum three pages) that should include:

  • the project team: lead firm and partner firm(s), brief company backgrounds, contact information
  • a brief description of the project, the technological problem being explored and the project’s technological impact to the participating firms
  • a preliminary schedule and budget including all potential sources of funding to support the project
  • an estimate of the anticipated economic impact of the project (e.g. increase in sales and/or exports, import replacement, job creation, new manufacturing investment)

A clear definition of the project intent, with indications of strong commitment from all participants, will be essential to the success of the letter of interest.


The period for submission of letters of interest is now closed.


Stage Two: Project Proposal

Projects whose letters of interest are approved in principle will be invited to provide, within six weeks of approval, additional detail to complete a full project proposal. This will include a detailed budget and a comprehensive statement of work.

The statement of work should include:

  • an overview of the project, including the scope of work to be done, objectives and overall performance goals
  • major activities and milestones showing project schedules and measurable achievements related to each milestone
  • a list of project personnel
  • a breakdown of the project’s estimated eligible costs by major activities
  • a list of all locations where work will be performed

The statement of work will form an attachment to a written contribution agreement between the VTC and lead manufacturer.

Confidential Review of Proposals

All letters of interest, project proposals and other information received from applicants will be kept confidential by VTC and reviewed for final disposition by the VTC board of directors.
